Process-based regulations and outcomes-based regulations are different regulatory approaches to combat climate change and pollution.
Process-based regulations regulate the means corporations use, e.g. banning the use of technologies that emit high levels of CO2, requiring products be wrapped by perishable materials rather than non perishable ones etc.
Outcomes based regulations set goals for corporations to meet and leave them the discretion on how to meet those goals, e.g. emissions caps, fines on excess pollution etc.
